Narrative:
On let down into fll, left engine scavenge oil pump blew, (shattered) therefore losing all oil. Engine shut down and feathered, landing made without incident, but could not taxi on only 1 engine, so was towed to customs. Was on a filed flight plan from the bahamas with 1 passenger. I opened cowling after clearing customs to discover what went wrong, FAA came onto the ramp and indicated I was in violation for several areas: 1) opening cowl without an a&P license, 2) diverting to fll without proper clearance (although I was informed I was #2 to land at fll prior to engine failure), 3) not filing flight plan (although miami radio had the flight plan on file from the previous day and had been activated by call to nassau radio and was squawking appropriate customs code), and 4) was trying to bypass customs (although we cleared customs prior to going back to aircraft).

Title: SMT HAS ENG OIL PUMP 'SHATTER' ON DSCNT.
Narrative: ON LET DOWN INTO FLL, L ENG SCAVENGE OIL PUMP BLEW, (SHATTERED) THEREFORE LOSING ALL OIL. ENG SHUT DOWN AND FEATHERED, LNDG MADE WITHOUT INCIDENT, BUT COULD NOT TAXI ON ONLY 1 ENG, SO WAS TOWED TO CUSTOMS. WAS ON A FILED FLT PLAN FROM THE BAHAMAS WITH 1 PAX.
