Narrative:

The pilot of a beechcraft musketeer deviated from the tower instructions and flew his aircraft to within dangerous proximity below the left wing of our king air (BE30). The sarasota tower did not warn us of the intruding lower aircraft which was hidden by our left wing and engine nacelle. We were in a descent on ILS runway 32 at approximately 450 ft AGL and cleared to land when we spotted the musketeer below us and just above the left engine nacelle. I took evasive action and increased our separation. The musketeer pilot was on a left base for runway 32 deviating from his tower instructions to follow the king air. He stated he never saw us.
