Narrative:

During the first flight, X started to develop the desire to fly low. Due to this behavior, I explained to him that he had to respect rules in relation to MSA's and I went through these numbers with him and specified to him that if he did not respect them, he could get me in trouble with the FAA. After these remarks, he laughed and maybe considered me as a 'chicken.' during some other flts, I had to warn him not to bank too steeply at low altitude when in a traffic pattern and to discipline himself toward numbers and procedures when performing traffic patterns and lndgs and takeoffs. In general, I will say, I had a hard time to deal with his character due to his strong personality and in regard to his professional achievement. At 35 hours, I said to X that I could not let him solo before being sure that he could know all his procedures and that he would show me that he could fly without trying to deviate from the rules established, and show me that he would be safe to let him solo with me on the ground. The WX was not cold, and the visibility excellent and the 10 house settlement around where we flew, is highly lighted with a monument heavily lighted. This settlement is approximately 6 mi south of grand prairie and fields are all around the housing compound. Also this area is the north shore of the lake where there are big fields and no properties and no livestock. I would say we were in a non-congested area, and that passing on the southwest corner of this settlement would not be so dangerous, to make a simulated engine failure since the fields are quite lighted with no housing or properties. Gp tower, roger, we just received a call from 911 and police calls, about an airplane in distress. Me, roger, destination waxahachie 2500 ft, over. X suggested he would like to circle above his girlfriend's house. I answered to this that I did not like the idea to do so since the police had been called in the area due to a problem. X said kidding! Come on. Do not be a pussy. To this I said and insisted that he was going to get me in trouble by flying around his girlfriend's place, that he had called earlier as he said. X did not acknowledge and laughed. After this I did not say anything but just told him to stay on a correct altitude and away from the houses. On the first circle at the south part of the housing, X started to induce a steep bank. Airspeed started to increase at this time. I told him to pitch up and to stop this. Taking over the control since his actions were not fast enough, I climb back to the east turning left, at this point I said to him that he could have the airplane. Then he finished this circle at a correct altitude of 1300 ft MSL passing south of the house. After that I told him, that he was crazy and unaware of what could happen to me if some people complained, and told him that he was going too far, and that he could get also in trouble. At this the controller notified that they had received a police call about an aircraft in distress due to 911 calls and that he would file an incident report and also that the police were going to come to talk to us. We then taxied back to the flight school, and waited more than 30 mins, waiting for the police who never showed up. After that time, we left for home. What caused the problem: the problem was caused due to people being outside, seeing the airplane flying around with an engine noise low at the beginning and then high with various changes of power setting. The problem is that we were at proximity of this housing compound, and that we caused a disturbance to these people who may be already tired of noise disturbance due to the intense traffic near grand prarie and arlington airports. To prevent such an event to happen: would be to clarify in the FARS how to make a clear difference between congested area and non-congested and also to clarify for flight instructors, in the practical test standards. By describing poor judgement in the selection of an emergency landing area. Since an engine failure may happen at any moment and any altitude. What can be done to prevent a recurrence: make me take an aviation seminar to clarify. What authority/authorized actions could I use for a student showing some problems. Narrative: DURING THE FIRST FLT, X STARTED TO DEVELOP THE DESIRE TO FLY LOW. DURING SOME OTHER FLTS, I HAD TO WARN HIM NOT TO BANK TOO STEEPLY AT LOW ALT WHEN IN A TFC PATTERN AND TO DISCIPLINE HIMSELF TOWARD NUMBERS AND PROCS WHEN PERFORMING TFC PATTERNS AND LNDGS AND TKOFS. IN GENERAL, I WILL SAY, I HAD A HARD TIME TO DEAL WITH HIS CHARACTER DUE TO HIS STRONG PERSONALITY AND IN REGARD TO HIS PROFESSIONAL ACHIEVEMENT. AT 35 HRS, I SAID TO X THAT I COULD NOT LET HIM SOLO BEFORE BEING SURE THAT HE COULD KNOW ALL HIS PROCS AND THAT HE WOULD SHOW ME THAT HE COULD FLY WITHOUT TRYING TO DEVIATE FROM THE RULES ESTABLISHED, AND SHOW ME THAT HE WOULD BE SAFE TO LET HIM SOLO WITH ME ON THE GND. THE WX WAS NOT COLD, AND THE VISIBILITY EXCELLENT AND THE 10 HOUSE SETTLEMENT AROUND WHERE WE FLEW, IS HIGHLY LIGHTED WITH A MONUMENT HEAVILY LIGHTED. THEN HE FINISHED THIS CIRCLE AT A CORRECT ALT OF 1300 FT MSL PASSING S OF THE HOUSE. AFTER THAT I TOLD HIM, THAT HE WAS CRAZY AND UNAWARE OF WHAT COULD HAPPEN TO ME IF SOME PEOPLE COMPLAINED, AND TOLD HIM THAT HE WAS GOING TOO FAR, AND THAT HE COULD GET ALSO IN TROUBLE. AT THIS THE CTLR NOTIFIED THAT THEY HAD RECEIVED A POLICE CALL ABOUT AN ACFT IN DISTRESS DUE TO 911 CALLS AND THAT HE WOULD FILE AN INCIDENT RPT AND ALSO THAT THE POLICE WERE GOING TO COME TO TALK TO US. WE THEN TAXIED BACK TO THE FLT SCHOOL, AND WAITED MORE THAN 30 MINS, WAITING FOR THE POLICE WHO NEVER SHOWED UP. AFTER THAT TIME, WE LEFT FOR HOME. WHAT CAUSED THE PROB: THE PROB WAS CAUSED DUE TO PEOPLE BEING OUTSIDE, SEEING THE AIRPLANE FLYING AROUND WITH AN ENG NOISE LOW AT THE BEGINNING AND THEN HIGH WITH VARIOUS CHANGES OF PWR SETTING. THE PROB IS THAT WE WERE AT PROX OF THIS HOUSING COMPOUND, AND THAT WE CAUSED A DISTURBANCE TO THESE PEOPLE WHO MAY BE ALREADY TIRED OF NOISE DISTURBANCE DUE TO THE INTENSE TFC NEAR GRAND PRARIE AND ARLINGTON ARPTS. TO PREVENT SUCH AN EVENT TO HAPPEN: WOULD BE TO CLARIFY IN THE FARS HOW TO MAKE A CLR DIFFERENCE BTWN CONGESTED AREA AND NON-CONGESTED AND ALSO TO CLARIFY FOR FLT INSTRUCTORS, IN THE PRACTICAL TEST STANDARDS. BY DESCRIBING POOR JUDGEMENT IN THE SELECTION OF AN EMER LNDG AREA. SINCE AN ENG FAILURE MAY HAPPEN AT ANY MOMENT AND ANY ALT. WHAT CAN BE DONE TO PREVENT A RECURRENCE: MAKE ME TAKE AN AVIATION SEMINAR TO CLARIFY. WHAT AUTH ACTIONS COULD I USE FOR A STUDENT SHOWING SOME PROBS. THE MOST IMPORTANT WOULD BE TO PUBLISH WHAT TROUBLES CAN HAPPEN, WHEN SOMEONE FLEW LOW DUE TO TRAINING OR SOMETHING ELSE AND WHAT ACTIONS WOULD BE TAKEN AGAINST YOU, AND HOW TO JUSTIFY YOUR ACTIONS. TO CORRECT THE SIT: ACT AS A WITNESS AND EXPLAIN TO FLT INSTRUCTORS AROUND ME THAT I SHOULD HAVE BEEN MORE CAREFUL ABOUT THE WAY I LET THE STUDENT TO CTL THE FLT.
