Narrative:
We were on 180 degree assigned heading to intercept chopn transition hugo 4 departure out of clt. After hand-off controller asked if we were direct tay. We answered no, 180 degree vector. At this time we noticed DME at 75. Chopn intersection is at 60 DME, though we had not yet intercepted the 165 degree radial. We asked center if he wanted us to remain on 180 degree heading, he gave us 240 degree heading and then direct tay. Winds aloft were strong out of the west. Clearance said chopn direct cae (as filed). 180 degree heading was not compensating for winds. We should have noticed DME and queried ATC rather than fixating on radial.
