Narrative:

I was conducting a new captain's supervised operating experience, wanting to do a visual approach. Approach cleared us for the ILS on a base leg after we anticipated a bay visual due to good WX. ATIS advised ILS's and bay/harbor visuals. Student (who already had been having problems) was surprised at clearance and flew through localizer trying to get autoflt system to respond. I focused too much on his problems, didn't notice him go through localizer to east of runway 16L centerline. Had him immediately correct. I should have intervened sooner. No loss of separation occurred to my knowledge.
