Narrative:
Flying too low over the anza borrego national forest and possibly a bird refuge. Correction: check sectional closer to make sure that I am at legal altitude in these areas in future flts. Callback conversation with reporter revealed the following information: reporter states he flies a taildragger, a cessna 170 mostly in idaho. He does a great deal of terrain flying there. He was practicing on terrain flight and was using a new chart. It was after the flight that he noticed new lines for the bird refuge area and felt that they may have clipped the edge of same. He will study the charts more carefully when flying in california.
