Narrative:

We were flying from int to clt. The flight was uneventful until we contacted clt tower. We were cleared to land runway 36R and was never told to hold short of runway 05/23. I as the first officer and the PNF was using the radios. I acknowledged the cleared to land runway 36R and then finished the landing checklist. After the landing and after the occurrence, the captain said that he heard something on the radio, but if it was the tower, they never called back and I never heard anything. However at about 150 ft AGL I did hear the tower call to an air carrier Y and clear him for takeoff on runway 05. This was confusing to me because runway 05/23 crosses runway 36R/18L. I didn't speak up because I thought that the air carrier Y would be through the intersection before we got there. But as it turned out, the air carrier Y passed through the intersection right before us. We hit the brakes and went into reverse on the power levers. We missed the air carrier Y by about 750 ft. I fly out of charlotte a lot and I know that the controllers work well with myself and the other pilots that I work with but sometimes people get busy and people make mistakes. I don't think that the controller said to hold short, but I believe that he thinks he did. After the occurrence the captain called the tower and they discussed the problem. Between the two of them they resolved the problem, but I still wonder how many other times this has happened. One other note, I was told that the tapes were not played back. This would have confirmed what happened. The only thing I can suggest to prevent this from happening again would be stop letting aircraft land on runway 36R while letting aircraft depart runway 05. Only let aircraft depart runway 05 when the aircraft on runway 36R has stopped or is clear of the runway.

Title: COMMUTER IS CLRED TO LAND ON RWY WITH AN ACR DEPARTING ON A XING RWY. COMMUTER ACFT STOPPED 750 FT FROM THE DEP ACR.

I AS THE FO AND THE PNF WAS USING THE RADIOS. I ACKNOWLEDGED THE CLRED TO LAND RWY 36R AND THEN FINISHED THE LNDG CHKLIST. AFTER THE LNDG AND AFTER THE OCCURRENCE, THE CAPT SAID THAT HE HEARD SOMETHING ON THE RADIO, BUT IF IT WAS THE TWR, THEY NEVER CALLED BACK AND I NEVER HEARD ANYTHING. HOWEVER AT ABOUT 150 FT AGL I DID HEAR THE TWR CALL TO AN ACR Y AND CLR HIM FOR TKOF ON RWY 05. THIS WAS CONFUSING TO ME BECAUSE RWY 05/23 CROSSES RWY 36R/18L. I DIDN'T SPEAK UP BECAUSE I THOUGHT THAT THE ACR Y WOULD BE THROUGH THE INTXN BEFORE WE GOT THERE. BUT AS IT TURNED OUT, THE ACR Y PASSED THROUGH THE INTXN RIGHT BEFORE US. WE HIT THE BRAKES AND WENT INTO REVERSE ON THE PWR LEVERS. WE MISSED THE ACR Y BY ABOUT 750 FT. I FLY OUT OF CHARLOTTE A LOT AND I KNOW THAT THE CTLRS WORK WELL WITH MYSELF AND THE OTHER PLTS THAT I WORK WITH BUT SOMETIMES PEOPLE GET BUSY AND PEOPLE MAKE MISTAKES. I DON'T THINK THAT THE CTLR SAID TO HOLD SHORT, BUT I BELIEVE THAT HE THINKS HE DID. AFTER THE OCCURRENCE THE CAPT CALLED THE TWR AND THEY DISCUSSED THE PROB. BTWN THE TWO OF THEM THEY RESOLVED THE PROB, BUT I STILL WONDER HOW MANY OTHER TIMES THIS HAS HAPPENED. ONE OTHER NOTE, I WAS TOLD THAT THE TAPES WERE NOT PLAYED BACK. THIS WOULD HAVE CONFIRMED WHAT HAPPENED. THE ONLY THING I CAN SUGGEST TO PREVENT THIS FROM HAPPENING AGAIN WOULD BE STOP LETTING ACFT LAND ON RWY 36R WHILE LETTING ACFT DEPART RWY 05. ONLY LET ACFT DEPART RWY 05 WHEN THE ACFT ON RWY 36R HAS STOPPED OR IS CLR OF THE RWY.
