Narrative:

Received takeoff clearance and advised of aircraft at 10 mi on the VOR/DME final to runway 14. Normal takeoff was made and at approximately 400 ft AGL I noticed a target pop up on TCASII at 500 ft above our aircraft (no RA, flaps were still in takeoff position). I stopped climb and observed an air carrier short 360 at our 11 O'clock position at approximately 500 ft above our aircraft. We advised ATC of the conflict and took evasive action and continued our climb to MSA altitude. We were later advised that the short 360 was on a missed approach from runway 14. This appears to be the same aircraft that was reported at 10 mi during our takeoff roll. It appears that approach control is not keeping the tower advised of the position of aircraft on approach. Conditions were IMC at the time.

Title: LCL CTLR CLRED A COMMUTER ACFT FOR TKOF IN IMC WITH ANOTHER COMMUTER ACFT ON SHORT FINAL APCH. THE LNDG COMMUTER ACFT MADE A MISSED APCH CAUSING A CONFLICT WITH DEPARTING ACFT.

I STOPPED CLB AND OBSERVED AN ACR SHORT 360 AT OUR 11 O'CLOCK POS AT APPROX 500 FT ABOVE OUR ACFT. WE ADVISED ATC OF THE CONFLICT AND TOOK EVASIVE ACTION AND CONTINUED OUR CLB TO MSA ALT. WE WERE LATER ADVISED THAT THE SHORT 360 WAS ON A MISSED APCH FROM RWY 14. THIS APPEARS TO BE THE SAME ACFT THAT WAS RPTED AT 10 MI DURING OUR TKOF ROLL. IT APPEARS THAT APCH CTL IS NOT KEEPING THE TWR ADVISED OF THE POS OF ACFT ON APCH. CONDITIONS WERE IMC AT THE TIME.
