Narrative:
I was back taxiing for departure on runway 18, when a tampico, which was holding short of runway 18 for his runup, suddenly taxied in front of my aircraft. He pulled out approximately 15 ft in front of me, giving me just barely enough time to stop before hitting the aircraft. I applied full brakes and full reverse thrust and I was able to just barely miss the aircraft. I believe this situation occurred because the pilot of the tampico did not look before entering the active runway. My intentions were announced on the CTAF 122.8, which is rather congested. I didn't hear the tampico make any radio calls until after the incident. I think that this wouldn't have happened if there was a parallel taxiway and if there were not so many airports using the same congested CTAF 122.80, so pilots could understand each other's intentions. Callback conversation with reporter revealed the following information: reporter, a king air A90 pilot, states that frequency congestion was a contributing and unnecessary factor. A number of airports share the same CTAF and reporter commonly hears traffic from these airports while still taxiing on the field at vla. Other airports on same frequency include: gre, enl, 1h2, taz, slo, and 3k6.

Title: THE PLT OF A KING AIR A90 EXPERIENCED A GND CONFLICT CRITICAL WHILE BACK TAXIING AT A NON TWR ARPT. A TAMPICO (TB09) TAXIED ONTO THE ACTIVE RWY, IN FRONT OF THE A90.
Narrative: I WAS BACK TAXIING FOR DEP ON RWY 18, WHEN A TAMPICO, WHICH WAS HOLDING SHORT OF RWY 18 FOR HIS RUNUP, SUDDENLY TAXIED IN FRONT OF MY ACFT. HE PULLED OUT APPROX 15 FT IN FRONT OF ME, GIVING ME JUST BARELY ENOUGH TIME TO STOP BEFORE HITTING THE ACFT.
