Narrative:
I was working as a traffic management coordinator managing mar holding at the west arrival sector. The controller was busy, working 12-14 aircraft, arrs as well as overflts. Air carrier X was on vectors level at 10000 ft. Air carrier X was northbound and issued a turn to the east. There was a baron east of air carrier X northbound. There was a VFR untracked target at 10500 ft sbound north of the air carrier X. After air carrier X was established in its turn, he advised he was descending for an RA. This put him into a direct conflict with the 9000 ft IFR traffic. The closest point of approach was 1 mi and 200 ft.

ACR X WAS NBOUND AND ISSUED A TURN TO THE E. THERE WAS A BARON E OF ACR X NBOUND. THERE WAS A VFR UNTRACKED TARGET AT 10500 FT SBOUND N OF THE ACR X. AFTER ACR X WAS ESTABLISHED IN ITS TURN, HE ADVISED HE WAS DSNDING FOR AN RA. THIS PUT HIM INTO A DIRECT CONFLICT WITH THE 9000 FT IFR TFC. THE CLOSEST POINT OF APCH WAS 1 MI AND 200 FT.
