Narrative:
We misunderstood the clearance to descend to FL230 and expect to cross lisey intersection at 10000 ft. 10000 ft was put into alerter! On TCASII we first observed traffic and reduced our descent. Center asked if we had our traffic then questioned our altitude as we stopped our descent. Both aircraft had resolution alerts and center reassigned FL200 to them and FL220 to us. We should have had both pilots absolutely sure about our assigned altitude.

Title: ALTDEV ALT OVERSHOT -- ACR CREW IS CLRED TO FL230 AND GIVEN AN 'EXPECT CLRNC TO' OF 10000 FT. THE CAPT PUTS 10000 FT IN THE ALT ALERTER AND, OF COURSE, THE FLC DSNDS BELOW THEIR CLRED ALT.

WE SHOULD HAVE HAD BOTH PLTS ABSOLUTELY SURE ABOUT OUR ASSIGNED ALT.
