Narrative:
Saab 340 part 121 passenger flight departing runway 27L at phl. At approximately 200 ft AGL it was overheard on tower frequency that the departing saab had an open cowling on the right engine. We advised phl tower that we copied and that we would be returning for landing. Controllability was normal until we turned for the left base to runway 35, at which point the aircraft began to shudder and dutch roll. We then declared an emergency and I reduced power and lowered the pitch in an attempt to improve the handling characteristics. It stabilized somewhat and we landed on runway 35 without further incident.

Title: SAAB 340 NOTIFIED AFTER TKOF THAT R ENG COWLING WAS OPEN.
Narrative: SAAB 340 PART 121 PAX FLT DEPARTING RWY 27L AT PHL. AT APPROX 200 FT AGL IT WAS OVERHEARD ON TWR FREQ THAT THE DEPARTING SAAB HAD AN OPEN COWLING ON THE R ENG. WE ADVISED PHL TWR THAT WE COPIED AND THAT WE WOULD BE RETURNING FOR LNDG. CONTROLLABILITY WAS NORMAL UNTIL WE TURNED FOR THE L BASE TO RWY 35, AT WHICH POINT THE ACFT BEGAN TO SHUDDER AND DUTCH ROLL. WE THEN DECLARED AN EMER AND I REDUCED PWR AND LOWERED THE PITCH IN AN ATTEMPT TO IMPROVE THE HANDLING CHARACTERISTICS. IT STABILIZED SOMEWHAT AND WE LANDED ON RWY 35 WITHOUT FURTHER INCIDENT.
