Narrative:
Flight was cleared for a visual approach to runway 16L. We had acknowledged traffic in sight to the right runway about 3 mi ahead of us. We had good spacing on that traffic. Approach cleared an air carrier Y flight for a visual to the right runway following us. Air carrier Y aircraft acknowledged that he had us in sight. Air carrier Y aircraft then proceeded to attempt to pass us. About 4 mi out, we received a TCASII RA and followed TCASII instructions to climb. The red target on the TCASII displayed the target as no more than 100 ft directly below us. We climbed in accordance with TCASII directions and were no longer in position to land, and initiated a full go around. Seatac ATC was less than cooperative as we were making the go around. Also, upon arrival at the gate, I requested the telephone number of the tower chief from ground control and was essentially denied that information. I would like the flight number of flight that caused the RA, and would also like to know the responsibilities of the tower for assuring separation on visual approachs to closely spaced parallel runways.

Title: ACR ACFT GETS A TCASII RA ON FINAL APCH FROM TFC LNDG ON THE PARALLEL RWY AND GOES AROUND.
Narrative: FLT WAS CLRED FOR A VISUAL APCH TO RWY 16L. WE HAD ACKNOWLEDGED TFC IN SIGHT TO THE R RWY ABOUT 3 MI AHEAD OF US. WE HAD GOOD SPACING ON THAT TFC. APCH CLRED AN ACR Y FLT FOR A VISUAL TO THE R RWY FOLLOWING US. ACR Y ACFT ACKNOWLEDGED THAT HE HAD US IN SIGHT. ACR Y ACFT THEN PROCEEDED TO ATTEMPT TO PASS US. ABOUT 4 MI OUT, WE RECEIVED A TCASII RA AND FOLLOWED TCASII INSTRUCTIONS TO CLB. THE RED TARGET ON THE TCASII DISPLAYED THE TARGET AS NO MORE THAN 100 FT DIRECTLY BELOW US. WE CLBED IN ACCORDANCE WITH TCASII DIRECTIONS AND WERE NO LONGER IN POS TO LAND, AND INITIATED A FULL GAR. SEATAC ATC WAS LESS THAN COOPERATIVE AS WE WERE MAKING THE GAR. ALSO, UPON ARR AT THE GATE, I REQUESTED THE TELEPHONE NUMBER OF THE TWR CHIEF FROM GND CTL AND WAS ESSENTIALLY DENIED THAT INFO. I WOULD LIKE THE FLT NUMBER OF FLT THAT CAUSED THE RA, AND WOULD ALSO LIKE TO KNOW THE RESPONSIBILITIES OF THE TWR FOR ASSURING SEPARATION ON VISUAL APCHS TO CLOSELY SPACED PARALLEL RWYS.
