Narrative:

This is not a report of an event in flight. An FAA inspector had flown in doing a cockpit en route on the previous flight crew. We then had a crew change and I was now PIC of aircraft. The inspector checked my credentials and then said he would inspect the cabin attendant from row 10. I asked the off coming flight attendant if everything was in order, and my flight attendant also confirmed this. Upon reaching our destination the inspector exited the aircraft with no words. I then went to the seat he was observing from and noticed that 2 placarded stickers were missing from 2 seats surrounding him. The placard was 'fasten your seat belt while seated/use seat bottom cushion for floatation.' my company maintenance department stated that it's ok for those to be missing, due to the fact we have lighted signs and a flight attendant who briefs these items several times. I feel if something is missing, no matter how small it should be addressed in a write up. I should have inspected all seats myself, and not took the word of the cabin attendants. Both seats missing the placards were unoccupied. Again, I'm not sure if this is something that can be reported to NASA.

Title: THE RPTR DISCOVERED PLACARDS MISSING FROM 2 SEATS WHERE AN ACR INSPECTOR WAS SITTING AND WONDERS IF HE WAS IN VIOLATION.

Narrative: THIS IS NOT A RPT OF AN EVENT IN FLT. AN FAA INSPECTOR HAD FLOWN IN DOING A COCKPIT ENRTE ON THE PREVIOUS FLC. WE THEN HAD A CREW CHANGE AND I WAS NOW PIC OF ACFT. THE INSPECTOR CHKED MY CREDENTIALS AND THEN SAID HE WOULD INSPECT THE CABIN ATTENDANT FROM ROW 10. I ASKED THE OFF COMING FLT ATTENDANT IF EVERYTHING WAS IN ORDER, AND MY FLT ATTENDANT ALSO CONFIRMED THIS. UPON REACHING OUR DEST THE INSPECTOR EXITED THE ACFT WITH NO WORDS. I THEN WENT TO THE SEAT HE WAS OBSERVING FROM AND NOTICED THAT 2 PLACARDED STICKERS WERE MISSING FROM 2 SEATS SURROUNDING HIM. THE PLACARD WAS 'FASTEN YOUR SEAT BELT WHILE SEATED/USE SEAT BOTTOM CUSHION FOR FLOATATION.' MY COMPANY MAINT DEPT STATED THAT IT'S OK FOR THOSE TO BE MISSING, DUE TO THE FACT WE HAVE LIGHTED SIGNS AND A FLT ATTENDANT WHO BRIEFS THESE ITEMS SEVERAL TIMES. I FEEL IF SOMETHING IS MISSING, NO MATTER HOW SMALL IT SHOULD BE ADDRESSED IN A WRITE UP. I SHOULD HAVE INSPECTED ALL SEATS MYSELF, AND NOT TOOK THE WORD OF THE CABIN ATTENDANTS. BOTH SEATS MISSING THE PLACARDS WERE UNOCCUPIED. AGAIN, I'M NOT SURE IF THIS IS SOMETHING THAT CAN BE RPTED TO NASA.
