Narrative:

Approach requested descent below 4000 ft as soon as possible. Started down to 3500 ft. Unable to maintain VFR at 3500 ft and started climb. Ended up at 5300 ft due to tops of clouds. Unable to talk to approach. Frequency saturated. Finally got through level at 5200 ft and requested permission for 180 degree turn for 7 mi. Was able to descend below cloud deck VFR. Controller seemed to understand situation and flight was completed without further incident. In the future I will not wait so long to start down when cloud coverage is so dense.

Title: VFR PLT COULD NOT COMPLY WITH CTLR'S DSCNT INSTRUCTIONS. PLT CLBED ABOVE CLOUDS TO REMAIN VFR AND LATER ADVISED ATC.

Narrative: APCH REQUESTED DSCNT BELOW 4000 FT ASAP. STARTED DOWN TO 3500 FT. UNABLE TO MAINTAIN VFR AT 3500 FT AND STARTED CLB. ENDED UP AT 5300 FT DUE TO TOPS OF CLOUDS. UNABLE TO TALK TO APCH. CTLR SEEMED TO UNDERSTAND SIT AND FLT WAS COMPLETED WITHOUT FURTHER INCIDENT. IN THE FUTURE I WILL NOT WAIT SO LONG TO START DOWN WHEN CLOUD COVERAGE IS SO DENSE.
