Narrative:
During gear retraction nose gear did not retract, cycling the gear did not correct problem. Returned to newark, nj (ewr). Maintenance found nose gear locking pin installed. Gear pin was not noticed during walk-around, and during cockpit inspection the first officer's life vest pouch partially blocked the view of the gear pin stowage. I could clearly see one and half of another pin and I counted three red 'remove before flight flags.'

Title: RETURN TO LAND BECAUSE NOSE GEAR WOULD NOT RETRACT.
Narrative: DURING GEAR RETRACTION NOSE GEAR DID NOT RETRACT, CYCLING THE GEAR DID NOT CORRECT PROB. RETURNED TO NEWARK, NJ (EWR). MAINT FOUND NOSE GEAR LOCKING PIN INSTALLED. GEAR PIN WAS NOT NOTICED DURING WALK-AROUND, AND DURING COCKPIT INSPECTION THE FO'S LIFE VEST POUCH PARTIALLY BLOCKED THE VIEW OF THE GEAR PIN STOWAGE. I COULD CLRLY SEE ONE AND HALF OF ANOTHER PIN AND I COUNTED THREE RED 'REMOVE BEFORE FLT FLAGS.'
