An air carrier X EA30 was on an ILS runway 31R approach. An air carrier Y BA41 was on a visual approach to runway 31L. EA30 was on jfk tower's frequency. BA41 was on approach frequency (N90). BA41 overflew runway 31L and set off the conflict alert with EA30 landing runway 31R.
