Narrative:
Far 135 flight with 19 passenger and 2 crew from mobile, al, to jonesboro, ar. WX forecast to be VFR upon arrival, recent frontal passage, strong surface winds, indicating forecast to be n-nw approximately 20-25 KTS, well within aircraft limits. At jbr only lighted, operating runway 23. Wind reported at approximately 300 degrees at 17-24 KTS, jbr not operating at that hour. On final, unicom reported 300 degrees, approximately 14-20 KTS. Aircraft flight manual has no crosswind 'limitation,' only a recommended maximum of 20 KTS. Landing was accomplished at 1/2 flaps carrying vref +10 KTS, about 120 KTS. Touchdown and rollout were normal. While decelerating through about 80 KTS, aircraft weathervaned about 40 degrees to the right. Maximum rudder left, added braking left, extra reverse left, did not correct the situation. I determined aircraft would leave the paved surface, therefore I allowed it to pass between the runway lights and come to rest just off the runway. Recent rains and lack of freezing allowed aircraft to sink into surface about 6-8 inches. Aircraft power was not sufficient to return to surface. Passenger were off-loaded, aircraft was pulled onto surface next day. No damage to the aircraft or passenger or crew. 2 separate maintenance teams inspected aircraft and found nothing wrong with it.

Title: AN ATX FLC WEATHERVANES DURING THE LNDG ROLLOUT AND LEAVES RWY SURFACE WITHOUT INJURING ANYONE OR DAMAGING THE ACFT.
Narrative: FAR 135 FLT WITH 19 PAX AND 2 CREW FROM MOBILE, AL, TO JONESBORO, AR. WX FORECAST TO BE VFR UPON ARR, RECENT FRONTAL PASSAGE, STRONG SURFACE WINDS, INDICATING FORECAST TO BE N-NW APPROX 20-25 KTS, WELL WITHIN ACFT LIMITS. AT JBR ONLY LIGHTED, OPERATING RWY 23. WIND RPTED AT APPROX 300 DEGS AT 17-24 KTS, JBR NOT OPERATING AT THAT HOUR. ON FINAL, UNICOM RPTED 300 DEGS, APPROX 14-20 KTS. ACFT FLT MANUAL HAS NO XWIND 'LIMITATION,' ONLY A RECOMMENDED MAX OF 20 KTS. LNDG WAS ACCOMPLISHED AT 1/2 FLAPS CARRYING VREF +10 KTS, ABOUT 120 KTS. TOUCHDOWN AND ROLLOUT WERE NORMAL. WHILE DECELERATING THROUGH ABOUT 80 KTS, ACFT WEATHERVANED ABOUT 40 DEGS TO THE R. MAX RUDDER L, ADDED BRAKING L, EXTRA REVERSE L, DID NOT CORRECT THE SIT. I DETERMINED ACFT WOULD LEAVE THE PAVED SURFACE, THEREFORE I ALLOWED IT TO PASS BTWN THE RWY LIGHTS AND COME TO REST JUST OFF THE RWY. RECENT RAINS AND LACK OF FREEZING ALLOWED ACFT TO SINK INTO SURFACE ABOUT 6-8 INCHES. ACFT PWR WAS NOT SUFFICIENT TO RETURN TO SURFACE. PAX WERE OFF-LOADED, ACFT WAS PULLED ONTO SURFACE NEXT DAY. NO DAMAGE TO THE ACFT OR PAX OR CREW. 2 SEPARATE MAINT TEAMS INSPECTED ACFT AND FOUND NOTHING WRONG WITH IT.
