Narrative:
Fueling. Potential hazards. Jet a is being loaded into a helicopter and other turbine aircraft at the airport from a home made tanker consisting of a home heating oil tank and a 120 volt farm pump with extension cord mounted to a red truck. This truck seems to be hidden when the FAA is known to be in the area. The potential for a fuel contamination related incident cannot be ignored nor the possibility of an electrically initiated accident.

Title: OBSERVER RPTS THAT POSSIBLE CONTAMINATED FUEL AND STATIC ELECTRICITY HAZARDS ARE BEING USED BY A REFUELER OF TURBINE HELI ACFT.
Narrative: FUELING. POTENTIAL HAZARDS. JET A IS BEING LOADED INTO A HELI AND OTHER TURBINE ACFT AT THE ARPT FROM A HOME MADE TANKER CONSISTING OF A HOME HEATING OIL TANK AND A 120 VOLT FARM PUMP WITH EXTENSION CORD MOUNTED TO A RED TRUCK. THIS TRUCK SEEMS TO BE HIDDEN WHEN THE FAA IS KNOWN TO BE IN THE AREA. THE POTENTIAL FOR A FUEL CONTAMINATION RELATED INCIDENT CANNOT BE IGNORED NOR THE POSSIBILITY OF AN ELECTRICALLY INITIATED ACCIDENT.
