Narrative:
On above time and date I was employed by the los angeles police department as a command pilot assigned to helicopter. I was flying an AS350 B1. I was flying in an easterly direction (approximately 090 degree heading) between 1100 ft and 1200 ft MSL indicated. Approximately 800 ft AGL and below the elevations of the surrounding high rise buildings. I had departed hooper heliport 10 mins earlier and set my altimeter to the field elevation prior to my departure. I was alerted by the sight of a piper cherokee less than 50 ft above my altitude and to the left front of my aircraft. The cherokee was flying on an approximately heading of 060 degrees and just passed directly over my aircraft by less than 50 ft. The cherokee started a left turn and continued nwbound along the hollywood freeway. The cherokee then turned toward smo airport and began a climb. I attempted to establish radio contact with the cherokee on 123.025 MHZ but was unable. I tuned in smo tower frequency and heard the cherokee report in for landing when he was 5 mi east of smo airport. I again heard the cherokee report to smo tower when he was over the twin high rise. I verified both of these visually with the radio reports. I then called smo ground control and asked them if they would obtain the name and identify of the pilot of the cherokee. I heard smo ground control dispatch the santa monica airport police for the identify. I was unable to personally land and identify the pilot of the cherokee due to a number of urgent police calls for our service.

Title: NMAC. POLICE DEPT HELI AND PIPER CHEROKEE. HELI TOOK EVASIVE ACTION AND APPARENTLY THE PIPER NEVER SAW RPTR. HELI FOLLOWED THE ACFT AND GOT ITS IDENT FROM SMO ARPT POLICE.
Narrative: ON ABOVE TIME AND DATE I WAS EMPLOYED BY THE LOS ANGELES POLICE DEPT AS A COMMAND PLT ASSIGNED TO HELI. I WAS FLYING AN AS350 B1. I WAS FLYING IN AN EASTERLY DIRECTION (APPROX 090 DEG HDG) BTWN 1100 FT AND 1200 FT MSL INDICATED. APPROX 800 FT AGL AND BELOW THE ELEVATIONS OF THE SURROUNDING HIGH RISE BUILDINGS. I VERIFIED BOTH OF THESE VISUALLY WITH THE RADIO RPTS. I THEN CALLED SMO GND CTL AND ASKED THEM IF THEY WOULD OBTAIN THE NAME AND IDENT OF THE PLT OF THE CHEROKEE. I HEARD SMO GND CTL DISPATCH THE SANTA MONICA ARPT POLICE FOR THE IDENT. I WAS UNABLE TO PERSONALLY LAND AND IDENT THE PLT OF THE CHEROKEE DUE TO A NUMBER OF URGENT POLICE CALLS FOR OUR SVC.
