Narrative:
Climbing out on a heading to avoid a thunderstorm ZME cleared us to FL270. After passing FL240 to FL270 ATC told us to descend back to FL240. Captain called ZME back level FL240. Several seconds passed, ZME called us, are you level FL240? Captain confirmed we were level FL240. Again several seconds passed before we got an RA (red band) on TCASII monitor vertical speed. At this point ZME said confirm FL240. We confirmed FL240. ZME said they showed 24400 ft on their radar equipment. At this point we were aware of our altimeter setting was not set to 29.92 and corrected for it. We feel if ZME would of told us they showed 24400 ft on the first call, the TCASII RA would not of occurred. Supplemental information from acn 326919: TCASII RA 'monitor vertical speed' showing red band of vsi (indicating do not climb) -- we put aircraft in shallow descent, received simultaneous 'clear of conflict' and realized altimeter setting was not at 29.92, reset altimeter to datum and continued flight.

Title: AN ACR FLC FAILED TO SET THEIR ALTIMETER TO PRESSURE ALT WHEN PASSING THROUGH FL180. WHEN THEY RECEIVED A CTR CLRNC TO MAINTAIN FL240, THE FLC LEVELED 400 FT HIGH. CTLR QUERIED, BUT THE SOURCE OF THE ERROR WAS NOT DISCOVERED UNTIL THE FLC RECEIVED A WARNING TO NOT CLB ON TCASII.
Narrative: CLBING OUT ON A HDG TO AVOID A TSTM ZME CLRED US TO FL270. AFTER PASSING FL240 TO FL270 ATC TOLD US TO DSND BACK TO FL240. CAPT CALLED ZME BACK LEVEL FL240. SEVERAL SECONDS PASSED, ZME CALLED US, ARE YOU LEVEL FL240? CAPT CONFIRMED WE WERE LEVEL FL240. AGAIN SEVERAL SECONDS PASSED BEFORE WE GOT AN RA (RED BAND) ON TCASII MONITOR VERT SPD. AT THIS POINT ZME SAID CONFIRM FL240. WE CONFIRMED FL240. ZME SAID THEY SHOWED 24400 FT ON THEIR RADAR EQUIP. AT THIS POINT WE WERE AWARE OF OUR ALTIMETER SETTING WAS NOT SET TO 29.92 AND CORRECTED FOR IT.
