Narrative:
On a pleasure flight flying easterly over the rhode island shoreline at approximately 1000 ft MSL, I encountered oil sheen on the water which led further to a tug boat on the beach, and a barge offshore. The coast guard had a vessel 8 NM offshore and had issued a NOTAM for the area I was unaware of. I had not checked for NOTAMS in the uncontrolled airspace which was my fault and will be corrected in the future.

Narrative: ON A PLEASURE FLT FLYING EASTERLY OVER THE RHODE ISLAND SHORELINE AT APPROX 1000 FT MSL, I ENCOUNTERED OIL SHEEN ON THE WATER WHICH LED FURTHER TO A TUG BOAT ON THE BEACH, AND A BARGE OFFSHORE. THE COAST GUARD HAD A VESSEL 8 NM OFFSHORE AND HAD ISSUED A NOTAM FOR THE AREA I WAS UNAWARE OF. I HAD NOT CHKED FOR NOTAMS IN THE UNCTLED AIRSPACE WHICH WAS MY FAULT AND WILL BE CORRECTED IN THE FUTURE.
