Narrative:
Electrical power outage at ann arbor airport, tower operational before loss of radio contact (ground based electrical company power outage). Dusk arrival and landing at arb without runway lights. Used CTAF, good VFR conditions, landed with airport environment and airport and runway in full view. Both student pilot and instructor saw runway and felt landing would be (and was) safe.
