Narrative:
Night operations at vps. While taxiing a flight from mem to vps, on taxiway centerline to parking position, the left wing impacted the cabin attendant of a parked construction truck. The incident occurred on the south side of the terminal ramp. The truck was parked with its front bumper aligned with the taxiway lights. The lights were inoperative and there were no barriers, markings or lights on or around the truck. No NOTAMS, ATIS advisory or field condition reports issued for equipment parked in close proximity to txwys, ramp or location of equipment. No NOTAMS or advisory indicating taxi lights on the ramp were inoperative. No information given to the crew by ATC concerning hazards on ramp. No information given to crew by station personnel, concerning ramp hazards, with in range call. Poor illumination of ramp. Field condition reports indicated construction on east side of ramp. I plan to taxi with more aircraft lights on in the future.
