Narrative:

I departed el monte airport destined for chino airport after receiving an IFR tower en route clearance from el monte ATC. Prior to departure/flight, all aircraft system/equipment were operating normally. While en route to chino airport, all flight operations were normal. I completed a pre landing checklist and observed an inoperative landing light in the airplane. The landing light became inoperative during the en route portion to chino. I landed on runway 21 without the aid of a landing light. I was instructed by chino ATC, after I requested an IFR tower en route clearance back to el monte airport, to make a 180 degree turn and taxi back towards the runway 21 threshold area. I was also instructed by the chino controller to look for and enter taxiway J adjacent and/or perpendicular to runway 21, make a 180 degree turn and hold short of runway 21. At that time, I would receive the IFR clearance back to el monte airport. The chino controller asked if I could see taxiway J adjacent to runway 21 and I confirmed the sighting of the taxiway. Taxiway J had no taxiway lighting in operation due to construction. I entered (approximately 2 lengths of this aircraft) the taxiway slowly and carefully, stayed closest to the right side of the taxiway and made a left 180 degree turn towards runway 21. At the completion of the turn and the plane positioned perpendicular to runway 21, I saw and felt the right side of the aircraft drop downward. I heard what I thought to be debris from the construction area around me move quickly behind the thrust of the propellers and make contact with the aircraft fuselage. It sounded like sand being thrown at the aircraft's fuselage. After this, I made a system check which included an engine performance/run-up check on both engines. I did not hear nor did I see any adverse indications on engine and/or system performance. I obtained an IFR tower en route clearance from chino ATC to el monte airport. After a navigation and radios check, I advised chino ATC that I was awaiting an IFR release. I took off after being given permission to do so. During my flight, I noticed no adverse indications of system or engine performance. I landed at el monte airport a short time later. After an engines/system shutdown and disembarking the ship, I noticed the damaged/bent propeller on the right side of the plane. There were no injuries and/or other property damaged. All flight operations were suspended at that time.

Title: PA44 PLT WAS CLRED TO TAXI INTO AN UNLIGHTED TXWY AT AN ARPT UNDER CONSTRUCTION AT NIGHT, WITH AN INOP LNDG LIGHT. ACFT #2 PROP WAS DAMAGED.

Narrative: I DEPARTED EL MONTE ARPT DESTINED FOR CHINO ARPT AFTER RECEIVING AN IFR TWR ENRTE CLRNC FROM EL MONTE ATC. PRIOR TO DEP/FLT, ALL ACFT SYS/EQUIP WERE OPERATING NORMALLY. WHILE ENRTE TO CHINO ARPT, ALL FLT OPS WERE NORMAL. I COMPLETED A PRE LNDG CHKLIST AND OBSERVED AN INOP LNDG LIGHT IN THE AIRPLANE. THE LNDG LIGHT BECAME INOP DURING THE ENRTE PORTION TO CHINO. I LANDED ON RWY 21 WITHOUT THE AID OF A LNDG LIGHT. I WAS INSTRUCTED BY CHINO ATC, AFTER I REQUESTED AN IFR TWR ENRTE CLRNC BACK TO EL MONTE ARPT, TO MAKE A 180 DEG TURN AND TAXI BACK TOWARDS THE RWY 21 THRESHOLD AREA. I WAS ALSO INSTRUCTED BY THE CHINO CTLR TO LOOK FOR AND ENTER TXWY J ADJACENT AND/OR PERPENDICULAR TO RWY 21, MAKE A 180 DEG TURN AND HOLD SHORT OF RWY 21. AT THAT TIME, I WOULD RECEIVE THE IFR CLRNC BACK TO EL MONTE ARPT. THE CHINO CTLR ASKED IF I COULD SEE TXWY J ADJACENT TO RWY 21 AND I CONFIRMED THE SIGHTING OF THE TXWY. TXWY J HAD NO TXWY LIGHTING IN OP DUE TO CONSTRUCTION. I ENTERED (APPROX 2 LENGTHS OF THIS ACFT) THE TXWY SLOWLY AND CAREFULLY, STAYED CLOSEST TO THE R SIDE OF THE TXWY AND MADE A L 180 DEG TURN TOWARDS RWY 21. AT THE COMPLETION OF THE TURN AND THE PLANE POSITIONED PERPENDICULAR TO RWY 21, I SAW AND FELT THE R SIDE OF THE ACFT DROP DOWNWARD. I HEARD WHAT I THOUGHT TO BE DEBRIS FROM THE CONSTRUCTION AREA AROUND ME MOVE QUICKLY BEHIND THE THRUST OF THE PROPS AND MAKE CONTACT WITH THE ACFT FUSELAGE. IT SOUNDED LIKE SAND BEING THROWN AT THE ACFT'S FUSELAGE. AFTER THIS, I MADE A SYS CHK WHICH INCLUDED AN ENG PERFORMANCE/RUN-UP CHK ON BOTH ENGS. I DID NOT HEAR NOR DID I SEE ANY ADVERSE INDICATIONS ON ENG AND/OR SYS PERFORMANCE. I OBTAINED AN IFR TWR ENRTE CLRNC FROM CHINO ATC TO EL MONTE ARPT. AFTER A NAV AND RADIOS CHK, I ADVISED CHINO ATC THAT I WAS AWAITING AN IFR RELEASE. I TOOK OFF AFTER BEING GIVEN PERMISSION TO DO SO. DURING MY FLT, I NOTICED NO ADVERSE INDICATIONS OF SYS OR ENG PERFORMANCE. I LANDED AT EL MONTE ARPT A SHORT TIME LATER. AFTER AN ENGS/SYS SHUTDOWN AND DISEMBARKING THE SHIP, I NOTICED THE DAMAGED/BENT PROP ON THE R SIDE OF THE PLANE. THERE WERE NO INJURIES AND/OR OTHER PROPERTY DAMAGED. ALL FLT OPS WERE SUSPENDED AT THAT TIME.
