Narrative:
After landing runway 36L, used reverse thrust and light braking action to take first available high speed taxiway. ATC, 'hold short of runway 36R!' taxied up to, but captain announced, 'brakes are not working. Tell ATC.' I announced, 'regional tower, commuter flight XXX crossing runway 36R, brakes are inoperative.' after crossing the runway, the brakes began to work. Maintenance grounded aircraft. Callback conversation with reporter revealed the following information: after the SF34 taxied across the runway, the ATCT controller questioned why the flight crew could not hold short. When the first officer talked to maintenance he was told that the brake problem could not be duplicated and that the anti- skid system may have momentarily prevented braking. Supplemental information from acn 326662: after landing rollout runway 36L, instructed to hold short of runway 36R. Taxiing on forward high speed. Upon brake application, no response.

Title: AFTER LNDG AND TAXIING CLR OF THE RWY, AN SF34 FLC RECEIVED A HOLD SHORT CLRNC. BRAKE APPLICATION WOULD NOT WORK SO THE FLC INFORMED ATC THAT THEY WOULD NOT BE ABLE TO HOLD SHORT AND THEY CONTINUED ACROSS THE RWY. AFTER THEIR XING, THE TWR CTLR QUERIED WHY THE FLC COULD NOT HOLD SHORT.
