Narrative:

Ny approach working multiple aircraft. Some going to hpn some transiting area. Some VFR for advisories, some on IFR plans to hpn. Incident in question had us being vectored then cleared from base to final for visual. VFR aircraft told to stay at 500 ft above us until he had visual with us. Once said aircraft called visual with us, ATC released him to descend keeping us in sight. It was night, good visibility but he descended crossing final approach path for active runway in front to nearly on top of us. Probably lost contact but continued to descend. Very close call! We increased our rate of descent and were out of 1800 ft descending, gear and flaps down below GS. ATC should not allow VFR aircraft to descend especially at night in near proximity to final approach path to active runway. That airspace and aircraft are 'critical phase.' too much going on too close to the ground.

Title: RPTR ACFT ON APCH AND INTRUDER ACFT INSTRUCTED TO MAINTAIN VISUAL WITH RPTR, BUT COMMENCES TO DSND ON TOP OF RPTR ACFT AND RPTR HAD TO TAKE EVASIVE ACTION. APPARENTLY THE INTRUDER ACFT EITHER LOST VISUAL CONTACT WITH RPTR OR PERHAPS IDENTED ANOTHER ACFT AS RPTR'S. REGARDLESS, INTRUDER PUT BOTH ACFT IN DANGEROUS SIT.

PROBABLY LOST CONTACT BUT CONTINUED TO DSND. VERY CLOSE CALL! WE INCREASED OUR RATE OF DSCNT AND WERE OUT OF 1800 FT DSNDING, GEAR AND FLAPS DOWN BELOW GS. ATC SHOULD NOT ALLOW VFR ACFT TO DSND ESPECIALLY AT NIGHT IN NEAR PROX TO FINAL APCH PATH TO ACTIVE RWY. THAT AIRSPACE AND ACFT ARE 'CRITICAL PHASE.' TOO MUCH GOING ON TOO CLOSE TO THE GND.
