Narrative:
I was flying the VOR a approach at watts-woodland, ca. I executed the missed approach. Missed approach altitude is 1600 ft, and climbing through 2000 ft travis asked my altitude. I noted my altitude and started down to 1600 ft, travis advised he had cleared me to 1600 ft, and then cleared me to 5000 ft, and gave me radar vectors to my alternate airport. What caused the problem was not being prepared for the missed approach. WX at smf was way above the minimums for this approach. I had a mindset that I would see the airport. Not seeing the airport and trying to figure out the missed approach caused the altitude problem. To prevent this from happening again, fly every approach like it's going to miss. Brief the approach to yourself before the FAF.

Title: C421 PLT WAS NOT PREPARED TO MISS THE APCH AND OVERSHOT THE PUBLISHED ALT WHILE FLYING THE MISSED APCH PROC. HE HAD RECEIVED A MORE FAVORABLE RPT FROM A NEARBY ARPT AND DID NOT ANTICIPATE THE WX TO BE BELOW LNDG MINIMUMS. ALTDEV ALT OVERSHOT DURING MISSED APCH PROC. WX LESS THAN LDNG MINIMUMS.
