Narrative:
On the evening of feb/xa/96, we discovered that the radar beacon control panel in the tower was not working. It was not fixed by the time I worked the XA00 to XI00 shift on the morning of feb/xe/96. Beacon channel #1 had been logged OTS during the afternoon of feb/xd/96 and was also still not working. At XB20 channel #2 also quit working, and I was not able to try to change channels from the tower. I had to manually handoff a C130 to ZDC and then go downstairs to change channels and try to get one working. At XB40, channel #2 was working again, but intermittently and weakly. Due to budget constrictions, maintenance could not be called in for overtime, so I did not bother to call them, since they already knew about the control panel, and channel #2 came back.

Title: RADAR BEACON CTL PANEL OUTAGE. CTLR IS UNABLE TO BRING EQUIP BACK UP RESULTING IN MANUAL HDOFS TO ARTCC.
Narrative: ON THE EVENING OF FEB/XA/96, WE DISCOVERED THAT THE RADAR BEACON CTL PANEL IN THE TWR WAS NOT WORKING. I HAD TO MANUALLY HDOF A C130 TO ZDC AND THEN GO DOWNSTAIRS TO CHANGE CHANNELS AND TRY TO GET ONE WORKING. AT XB40, CHANNEL #2 WAS WORKING AGAIN, BUT INTERMITTENTLY AND WEAKLY. DUE TO BUDGET CONSTRICTIONS, MAINT COULD NOT BE CALLED IN FOR OVERTIME, SO I DID NOT BOTHER TO CALL THEM, SINCE THEY ALREADY KNEW ABOUT THE CTL PANEL, AND CHANNEL #2 CAME BACK.
