Narrative:
ATC frequency, 134.55. ATC facility, ZNY. Location, jfk. During climb out the #2 fuel filter clogged light illuminated. Went out when power was reduced to 75 percent N1. Elected to return to jfk. Landed overweight at 320000 pounds. Rest uneventful. We declared an in-flight emergency with ZNY and requested assistance. Supplemental information from acn 329315: #2 fuel flow gauge and fuel used gauge had been placarded. Had intermittent fumes in cabin. Seemed unrelated.
