Narrative:

Abort due wrong runway for takeoff. Location, cle hopkins. Crew of air carrier X was cleared for takeoff runway 23L and inadvertently lined the aircraft up for runway 28. When power was added for takeoff, we immediately realized that we were on the wrong runway and aborted and advised the tower. Tower cleared us for a 180 degree turn and we rechked our checklist and made a takeoff on runway 23L when cleared. Supplemental information from acn 329661: cleveland airport layout is conducive to runway incursions. We observed an MD80 taxi onto runway 28 to access the active runway 23L. The northeast corner of this airport is very 'busy' with numerous runway/taxiway intxns. Tower cleared air carrier X for takeoff on runway 23L and air carrier X started his takeoff roll on runway 28. An alert air carrier Y, a jet behind broadcast several rapid warnings that air carrier X was taking off on the wrong runway. Finally tower canceled air carrier X clearance and he aborted. Air carrier X was going to mia and only 5000 ft was available from where he started his roll. This area at cle is very confusing. Cle has proper signage, but some federal dollars should be spent to revise this northeast corner into a safer operation, ie, one where taxi on runways to access other runways is not required.

Title: FLC OF AN MLG INADVERTENTLY LINED UP AND STARTED TKOF ON THE WRONG RWY AT CLE. ANOTHER ACFT FLC GAVE WARNING TO RPTING CREW RESULTING IN THE TWR CANCELING TKOF CLRNC WHEREIN THE TKOF WAS ABORTED.

WHEN PWR WAS ADDED FOR TKOF, WE IMMEDIATELY REALIZED THAT WE WERE ON THE WRONG RWY AND ABORTED AND ADVISED THE TWR. FINALLY TWR CANCELED ACR X CLRNC AND HE ABORTED. ACR X WAS GOING TO MIA AND ONLY 5000 FT WAS AVAILABLE FROM WHERE HE STARTED HIS ROLL. THIS AREA AT CLE IS VERY CONFUSING. CLE HAS PROPER SIGNAGE, BUT SOME FEDERAL DOLLARS SHOULD BE SPENT TO REVISE THIS NE CORNER INTO A SAFER OP, IE, ONE WHERE TAXI ON RWYS TO ACCESS OTHER RWYS IS NOT REQUIRED.
