Narrative:
I was first officer and PF on a flight from sfo-bos. It was my first leg of IOE in the B767, and my first line experience in glass cockpit. The WX as we neared bos was 1-3 mi visibility in moderate freezing rain. Company policy prohibits operations in moderate freezing rain, and these conditions prevailed throughout new england. While we were discussing where to land, ATC gave us a crossing restr of 11000 ft and 250 KTS at bronc. I put the restr in the FMC. The check airman, as PNF, was to put 11000 ft in the altitude window, but forgot to do it. I didn't notice the oversight as we discussed ATC's request to sidestep from runway 4R to runway 4L and WX minimums required, braking action reports, etc. I would estimate that approximately 5-10 mi west of bronc, ATC noticed we had not started descent and gave us a 360 degree heading. Work overload for the check airman was a contributing factor.

Title: AN ACR B767 FLC FAILED TO INITIATE DSCNT TO MEET AN ASSIGNED ALT XING RESTR. THE FO (PF) PROGRAMMED THE FMC, BUT THE CHK AIRMAN (PNF) FAILED TO ARM THE ALT. THE FO DID NOT NOTICE THAT THE ALT WINDOW HAD NOT BEEN SET. ALTDEV ALT XING RESTR UNDERSHOT.
