Narrative:

We were cleared to taxi to runway 28L. As we came to a stop short of runway 23 tower advised us that we had crossed the hold short line for runway 28L. We had not even crossed onto runway 23. Tower then advised us that it was a frequent occurrence since the new hold short line for runway 23 was also the hold short line for runway 28L. The only reference we could find was a tiny notation on the airport diagram. The situation is certainly not the norm. Pilots normally expect to find a hold short line for each runway they expect to use or cross. I would recommend that separate hold short lines be established, plainly indicating which runway each is intended for or a lighted sign indicating that the hold short line is for both runways or taxi instructions be given for aircraft, to taxi to runway 28L but to hold short or runway 23. A tiny reference noted on an airport diagram is an unsatisfactory method of relieving the airport authority/authorized of responsibility for providing proper/clearly understood markings. Reading the fine print is fine for lawyers but is unsuitable for airport markings. Supplemental information from acn 330432: there is no NOTAM of the change just a very small print note with an arrow on the airport diagram. This is a new change as of mar/xx/96. Supplemental information from acn 330631: air carrier X was cleared to taxi to runway 28L. The pilot taxied beyond taxiway D and onto runway 23, then held short of runway 28L, either thinking he had permission to be on it, or else he missed seeing the hold short signs. There was no traffic for runway 23, so there was no traffic conflict, this time. The hold short signs for runway 28L and runway 23 are in the same exact location. Working in the tower, we are instructed that due to this signage, we need only instruct the aircraft to 'taxi to runway 28L' and the pilot will automatically hold short of runway 23. However, as in this case, it doesn't always happen this way. It is my belief that the signage at taxiway D and runway 23 is the biggest contributing factor, as this is not the only instance of this occurring. I have also seen aircraft attempt to depart on runway 23 when they were cleared for takeoff on runway 28L.

THE ONLY REF WE COULD FIND WAS A TINY NOTATION ON THE ARPT DIAGRAM. THE SIT IS CERTAINLY NOT THE NORM. PLTS NORMALLY EXPECT TO FIND A HOLD SHORT LINE FOR EACH RWY THEY EXPECT TO USE OR CROSS. THERE WAS NO TFC FOR RWY 23, SO THERE WAS NO TFC CONFLICT, THIS TIME. THE HOLD SHORT SIGNS FOR RWY 28L AND RWY 23 ARE IN THE SAME EXACT LOCATION. WORKING IN THE TWR, WE ARE INSTRUCTED THAT DUE TO THIS SIGNAGE, WE NEED ONLY INSTRUCT THE ACFT TO 'TAXI TO RWY 28L' AND THE PLT WILL AUTOMATICALLY HOLD SHORT OF RWY 23. HOWEVER, AS IN THIS CASE, IT DOESN'T ALWAYS HAPPEN THIS WAY. IT IS MY BELIEF THAT THE SIGNAGE AT TXWY D AND RWY 23 IS THE BIGGEST CONTRIBUTING FACTOR, AS THIS IS NOT THE ONLY INSTANCE OF THIS OCCURRING. I HAVE ALSO SEEN ACFT ATTEMPT TO DEPART ON RWY 23 WHEN THEY WERE CLRED FOR TKOF ON RWY 28L.
