Narrative:

B727 arrives on runway 9L at fll. We are instructed to taxi into position and hold by fll tower (no other information was given to us by fll local controller or about any other aircraft). As we lined up on runway 9L we observed a target on TCASII in our 6 O'clock position less than 2 mi from us at 500 ft with a descending arrow also observed. When the target dropped off the TCASII below 400 ft within a mi of us, we had not yet received a takeoff clearance. Believing we might be in a radio 'blind spot' we asked the tower for a radio check. Tower hesitated and then issued a go around instruction to a DA20. The DA20 executed a go around. Fll tower then issued us a takeoff clearance. When airborne, we asked the fll tower local controller if we had missed a call. Fll tower said 'no, it was my error.' it appears that the fll tower local control lost situational awareness or was distracted somehow. The required ATC procedure per controller handbook to inform departing and arriving aircraft of each other when departing aircraft is holding in position on the runway was not complied with. Supplemental information from acn 330667: the controller hesitated and then issued a go around clearance to the DA20 and he flew approximately 50 ft over our aircraft over the left edge of the runway. We were not certain the DA20 observed our aircraft holding in position, since no comments were made by him inside 1 mi other than 'roger, go around.'

Narrative: B727 ARRIVES ON RWY 9L AT FLL. WE ARE INSTRUCTED TO TAXI INTO POS AND HOLD BY FLL TWR (NO OTHER INFO WAS GIVEN TO US BY FLL LCL CTLR OR ABOUT ANY OTHER ACFT). AS WE LINED UP ON RWY 9L WE OBSERVED A TARGET ON TCASII IN OUR 6 O'CLOCK POS LESS THAN 2 MI FROM US AT 500 FT WITH A DSNDING ARROW ALSO OBSERVED. WHEN THE TARGET DROPPED OFF THE TCASII BELOW 400 FT WITHIN A MI OF US, WE HAD NOT YET RECEIVED A TKOF CLRNC. BELIEVING WE MIGHT BE IN A RADIO 'BLIND SPOT' WE ASKED THE TWR FOR A RADIO CHK. TWR HESITATED AND THEN ISSUED A GAR INSTRUCTION TO A DA20. THE DA20 EXECUTED A GAR. FLL TWR THEN ISSUED US A TKOF CLRNC. WHEN AIRBORNE, WE ASKED THE FLL TWR LCL CTLR IF WE HAD MISSED A CALL. WE WERE NOT CERTAIN THE DA20 OBSERVED OUR ACFT HOLDING IN POS, SINCE NO COMMENTS WERE MADE BY HIM INSIDE 1 MI OTHER THAN 'ROGER, GAR.'
