Narrative:
2-3 mins into our departure from runway 13 at pbi, while acting as sic and PF, pbi departure control instructed us to maintain 2000 ft. Before leveloff an RA was reported by TCASII at 12 O'clock, less than 1/2 mi at same altitude. The RA was to climb, and the captain instructed me to continue climbing to 2500 ft. This was done during VMC conditions. The captain was contacted by ATC to warn us about the altitude about the same time he was to report the RA. Additionally, we noted another traffic at 11 O'clock and 3-4 mi, level 3000 ft. It was resolved to maintain 2500 ft due to the immediate threat and to clear the 3000 ft traffic. The captain radioed twice that we had an RA to ATC. There was no acknowledgement made by ATC. After the TCASII gave the clear of conflict advisory, the aircraft was returned to the assigned altitude. This is not an isolated incident in the pbi area. This is due to the area and altitude through which we are vectored.
Original NASA ASRS Text
Title: THE FLC RESPONDING TO A TCASII RA CLBED THROUGH THE ASSIGNED 2000 FT TO 2500 FT IN VMC TO AVOID THE TFC AT 2000 FT AND 3000 FT. AS SOON AS RECEIVING THE CLR OF CONFLICT THE RPTR RETURNED TO THE ASSIGNED 2000 FT.
Narrative: 2-3 MINS INTO OUR DEP FROM RWY 13 AT PBI, WHILE ACTING AS SIC AND PF, PBI DEP CTL INSTRUCTED US TO MAINTAIN 2000 FT. BEFORE LEVELOFF AN RA WAS RPTED BY TCASII AT 12 O'CLOCK, LESS THAN 1/2 MI AT SAME ALT. THE RA WAS TO CLB, AND THE CAPT INSTRUCTED ME TO CONTINUE CLBING TO 2500 FT. THIS WAS DONE DURING VMC CONDITIONS. THE CAPT WAS CONTACTED BY ATC TO WARN US ABOUT THE ALT ABOUT THE SAME TIME HE WAS TO RPT THE RA. ADDITIONALLY, WE NOTED ANOTHER TFC AT 11 O'CLOCK AND 3-4 MI, LEVEL 3000 FT. IT WAS RESOLVED TO MAINTAIN 2500 FT DUE TO THE IMMEDIATE THREAT AND TO CLR THE 3000 FT TFC. THE CAPT RADIOED TWICE THAT WE HAD AN RA TO ATC. THERE WAS NO ACKNOWLEDGEMENT MADE BY ATC. AFTER THE TCASII GAVE THE CLR OF CONFLICT ADVISORY, THE ACFT WAS RETURNED TO THE ASSIGNED ALT. THIS IS NOT AN ISOLATED INCIDENT IN THE PBI AREA. THIS IS DUE TO THE AREA AND ALT THROUGH WHICH WE ARE VECTORED.
