Narrative:

We were en route from calgary, yyc, to seattle, bfi. The route we were cleared on was the GLASR3 arrival. On this arrival are some altitude and airspeed restrs. One of the restrs is to cross jakson at 250 KTS expect to cross at 12000 ft. This restr was entered into the FMS. About 180 NM from seattle we were asked by center what our present speed was. We were doing 280 KIAS and reported this to ATC. ATC then gave us a clearance to descend to 14000 ft and maintain 280 KTS in the descent, start down now.

Title: FLC FAILED TO MEET SPD RESTR ON STAR INTXN AS DEPICTED ON THE CHART AND ATC CLRED THEM TO MAINTAIN 'NORMAL SPD.' SINCE THEY HAD BEEN ASSIGNED A HIGHER SPD, THEY INTERPRETED NORMAL AS THE SAME SPD THEY WERE FLYING. ATC INTERVENED TO QUESTION THEIR SPD, BUT SAID IT WAS OK.

ONE OF THE RESTRS IS TO CROSS JAKSON AT 250 KTS EXPECT TO CROSS AT 12000 FT. THIS RESTR WAS ENTERED INTO THE FMS. ABOUT 180 NM FROM SEATTLE WE WERE ASKED BY CTR WHAT OUR PRESENT SPD WAS. WE WERE DOING 280 KIAS AND RPTED THIS TO ATC. ATC THEN GAVE US A CLRNC TO DSND TO 14000 FT AND MAINTAIN 280 KTS IN THE DSCNT, START DOWN NOW.
