Narrative:
About 20 mi from pmm, we received holding instructions to hold at pmm, right turns at FL290, efc or about 30 mins. As we hit pmm we began our right turn and simultaneously noticed on TCASII a '00' across the circle. We spent the entire 180 degree turn to the outbound leg attempting to call ZAU and inform them we were holding at the same altitude as another aircraft. We finally were able to get the call into center at the beginning of the outbound leg. Center told us to descend immediately to FL280. We looked at TCASII and noticed a '-01' at our 6 O'clock. We informed center of our TCASII readings. Center then told us to turn to 060 degree heading. We complied, then re-entered the holding pattern at FL290 with no other aircraft at our altitude.
