Narrative:

After having made an ILS into temple, tx we proceeded to killeen in solid IMC. We were cleared for the approach after passing the OM and proceeding down the G/south. The G/south needle started acting erratically. We leveled off at the localizer minimum descent altitude, 1200' MSL, because I had not set the timer. I decided to miss approach at the middle marker. We were then told by a passing airliner to contact gray approach immediately on 121.7. On contacting gray we were told to pull up--we had just cleared a mountain by only 100' and we had penetrated the restr area. We were asked if we had seen the ground and we had not. The only thing I will do differently will be to set the timer at the FAF. Both the G/south and the M/B failed. Callback conversation with reporter revealed the following: callback could not shed anymore light on why the MM was not observed. Says it worked ok the next day. Also no information on why the G/south was fluctuating. After giving the reporter approach clearance, the approach controller gave a frequency change to the unicom CTAF frequency and approach control does not have a monitor for CTAF and apparently no contact with unicom so they used a passing air carrier to get the reporter's attention.

Title: GA SMA CONTINUED FLT AT MDA PASSED THE MISSED APCH POINT UNTIL ADVISED BY AN ACR TO CONTACT APCH. GRAY APCH ADVISED TO CLIMB IMMEDIATELY AND THAT THE ACFT HAD JUST OVERFLOWN A HILL WITH ONLY 100' CLRNC.

THE G/S NEEDLE STARTED ACTING ERRATICALLY. WE LEVELED OFF AT THE LOC MINIMUM DSCNT ALT, 1200' MSL, BECAUSE I HAD NOT SET THE TIMER. I DECIDED TO MISS APCH AT THE MIDDLE MARKER. WE WERE THEN TOLD BY A PASSING AIRLINER TO CONTACT GRAY APCH IMMEDIATELY ON 121.7. THE ONLY THING I WILL DO DIFFERENTLY WILL BE TO SET THE TIMER AT THE FAF. BOTH THE G/S AND THE M/B FAILED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: CALLBACK COULD NOT SHED ANYMORE LIGHT ON WHY THE MM WAS NOT OBSERVED. SAYS IT WORKED OK THE NEXT DAY. ALSO NO INFO ON WHY THE G/S WAS FLUCTUATING. AFTER GIVING THE REPORTER APCH CLRNC, THE APCH CTLR GAVE A FREQ CHANGE TO THE UNICOM CTAF FREQ AND APCH CTL DOES NOT HAVE A MONITOR FOR CTAF AND APPARENTLY NO CONTACT WITH UNICOM SO THEY USED A PASSING ACR TO GET THE RPTR'S ATTN.
