Narrative:
Around XA00 local on apr/thu/96, mcquire approach lost their land lines, which should present no real problems since handoffs are all automated anyway. However, when this happened they immediately put a 20 mi in-trail restr on tec traffic. Since mcquire sits in the middle of philadelphia, new york and atlantic city, these ridiculous in-trail restrs severely hamper traffic in the busy northeast corridor. This kind of action by mcquire approach is the norm not an exception. They constantly lose radar, radios, land lines and put severe restrs on traffic flying through their airspace. I think the FAA, if truly concerned with safety and expeditious handling of air traffic, should either take over the mcquire airspace or at least make them live up to the standards of all FAA facilities.

Title: FAA CTLR COMPLAINT ABOUT MIL CTLRS AT ADJACENT FACILITY INSTITUTING A 20 MI IN-TRAIL RESTR WHEN THE MIL TRACON LOSES THEIR LAND LINES.
Narrative: AROUND XA00 LCL ON APR/THU/96, MCQUIRE APCH LOST THEIR LAND LINES, WHICH SHOULD PRESENT NO REAL PROBS SINCE HDOFS ARE ALL AUTOMATED ANYWAY. HOWEVER, WHEN THIS HAPPENED THEY IMMEDIATELY PUT A 20 MI IN-TRAIL RESTR ON TEC TFC. SINCE MCQUIRE SITS IN THE MIDDLE OF PHILADELPHIA, NEW YORK AND ATLANTIC CITY, THESE RIDICULOUS IN-TRAIL RESTRS SEVERELY HAMPER TFC IN THE BUSY NE CORRIDOR. THIS KIND OF ACTION BY MCQUIRE APCH IS THE NORM NOT AN EXCEPTION. THEY CONSTANTLY LOSE RADAR, RADIOS, LAND LINES AND PUT SEVERE RESTRS ON TFC FLYING THROUGH THEIR AIRSPACE. I THINK THE FAA, IF TRULY CONCERNED WITH SAFETY AND EXPEDITIOUS HANDLING OF AIR TFC, SHOULD EITHER TAKE OVER THE MCQUIRE AIRSPACE OR AT LEAST MAKE THEM LIVE UP TO THE STANDARDS OF ALL FAA FACILITIES.
