Narrative:
Aircraft was dispatched with APU MEL inoperative requiring external air and electrical power. Flight was properly cleared and engines started at gate. While ground crew was on left side of aircraft removing ground equipment fuel truck comes to right side of aircraft, hooks up and adds 2000 pounds of fuel. After calling load control on radio, crew is finally advised that dispatch has added 2000 pounds to departure fuel load and dtw was alternate. Problem arose by not notifying crew immediately of fuel load change and fuel personnel should be trained to never hook up and refuel aircraft with engines running. Supplemental information from acn 332578: when the ground crew returned to push aircraft back, they asked about presence of fuel truck on the right. Maintenance personnel reprimanded contract fueler about hazard, and company informed about lack of proper communication. Company safety report submitted.

Title: AS THEY WERE PREPARING TO DEPART THE GATE WITH THE ENGS RUNNING, THE FLC OF AN FK10 RPT THAT COMPANY GND PERSONNEL DISCOVERED THAT THE ACFT WAS BEING FUELED. THE FUEL TRUCK WAS NOTICED BY THE GND CREW WHILE THEY WERE REMOVING THE GND EQUIP FROM THE L SIDE OF THE ACFT AND CLRING FOR PUSHBACK.
Narrative: ACFT WAS DISPATCHED WITH APU MEL INOP REQUIRING EXTERNAL AIR AND ELECTRICAL PWR. FLT WAS PROPERLY CLRED AND ENGS STARTED AT GATE. WHILE GND CREW WAS ON L SIDE OF ACFT REMOVING GND EQUIP FUEL TRUCK COMES TO R SIDE OF ACFT, HOOKS UP AND ADDS 2000 LBS OF FUEL. AFTER CALLING LOAD CTL ON RADIO, CREW IS FINALLY ADVISED THAT DISPATCH HAS ADDED 2000 LBS TO DEP FUEL LOAD AND DTW WAS ALTERNATE. PROB AROSE BY NOT NOTIFYING CREW IMMEDIATELY OF FUEL LOAD CHANGE AND FUEL PERSONNEL SHOULD BE TRAINED TO NEVER HOOK UP AND REFUEL ACFT WITH ENGS RUNNING.
