Narrative:

Air carrier X was cleared to taxi to runway 28L. The pilot taxied beyond taxiway D and onto runway 23. There was no conflicting traffic at the time. The intersection of taxiway D, runway 23, and runway 28L is confusing for pilots. It is poorly marked. The hold short sign for runway 28L is coincident with the hold short sign for runway 23. This adds to the confusion. Supplemental information from acn 333843: aircraft cleared to taxi to runway 28L. Ramp and taxiways were wet and we were looking directly into the morning sun. Because of runway 23 the stop (hold short) line is located in an other than normal location for runway 28L. I can think of no other airport that presents this type of situation. An information sign would help as I've heard of others inadvertently crossing the hold line. I stopped as soon as I realized we had crossed. Other factors: wake up at hotel was at XA45 local domicile time (phx). First departure time XC50 local domicile time. This back side of the clock schedule definitely contributed -- we were still trying to become awake. The cmh tower controller did mention that they turned in a report in apr-96 to try to get this confusing situation corrected. Other factors: departure ATIS read runway 28L and 28R were in use only, also taxi clearance was to taxi to runway 28L which requires crossing runway 23. The actual runway 28L hold line is parallel to runway 28L not at an approximately angle of 45 degrees as depicted on commercial chart page at cmh and it is not at the location on the chart.

THE CMH TWR CTLR DID MENTION THAT THEY TURNED IN A RPT IN APR-96 TO TRY TO GET THIS CONFUSING SIT CORRECTED. OTHER FACTORS: DEP ATIS READ RWY 28L AND 28R WERE IN USE ONLY, ALSO TAXI CLRNC WAS TO TAXI TO RWY 28L WHICH REQUIRES XING RWY 23. THE ACTUAL RWY 28L HOLD LINE IS PARALLEL TO RWY 28L NOT AT AN APPROX ANGLE OF 45 DEGS AS DEPICTED ON COMMERCIAL CHART PAGE AT CMH AND IT IS NOT AT THE LOCATION ON THE CHART.
