Narrative:
Phx tower cleared a B737 into position at an intersection on runway 08R and then cleared us to maintain visual on the B737 and position and hold full length. As we slowly taxied into position we were surprised to note that the B737 had not commenced its roll. Also noted was a DC8 on landing final. As we positioned behind the B737 which was just commencing its roll the tower asked the DC8 his speed. He answered 160 KTS. The long pause by the tower said it all and we were told to taxi to first right turn and exit runway. They prefaced this with the comment this isn't going to work. We expeditiously exited as directed and as we cleared I noted the very close proximity of the DC8 to our aircraft. To this point the DC8 had not been cleared to land and in fact as he passed behind us he was about 50 ft above the runway and had to ask the tower if they were cleared to land. Several passenger and deadheading flight crew members commented on the closeness of the DC8 and the possibility of a near miss.

Title: FLC OF AN MLG WAS DIRECTED BY TWR CTLR TO EXIT RWY AFTER BEING PUT IN HOLDING POS ON THE RWY FOR TKOF DUE TO CONFLICT WITH LNDG TFC.
Narrative: PHX TWR CLRED A B737 INTO POS AT AN INTXN ON RWY 08R AND THEN CLRED US TO MAINTAIN VISUAL ON THE B737 AND POS AND HOLD FULL LENGTH. AS WE SLOWLY TAXIED INTO POS WE WERE SURPRISED TO NOTE THAT THE B737 HAD NOT COMMENCED ITS ROLL. ALSO NOTED WAS A DC8 ON LNDG FINAL. AS WE POSITIONED BEHIND THE B737 WHICH WAS JUST COMMENCING ITS ROLL THE TWR ASKED THE DC8 HIS SPD. HE ANSWERED 160 KTS. SEVERAL PAX AND DEADHEADING FLT CREW MEMBERS COMMENTED ON THE CLOSENESS OF THE DC8 AND THE POSSIBILITY OF A NEAR MISS.
