Narrative:

ZAU had requested 320 KTS or better. In the descent through 10000 ft to 7000 ft I failed to slow down to 250 KTS. I was still thinking of 320 KTS or greater. As we passed 10000 ft my first officer asked if I was going to maintain best forward airspeed and I replied, did the controller amend our speed restr? About this time center asked about our airspeed. Obviously we slowed immediately. Just west of gsh at 22000 ft we were given a clearance to cross awsum at 10000 ft and out of 11000 ft we were given, descend to 7000 ft. In hurtling down to 10000 ft to make the crossing restr I overlooked slowing down as I descended through 10000 ft! Fatigue also contributed to my lack of situational awareness. Supplemental information from acn 334950: our clearance to 10000 ft was a crossing restr that was given late (close to the fix). Before we reached 10000 ft the new clearance to 7000 ft was given. In the midst of trying to make the restr we neglected to slow down through 10000 ft. Another contributing factor was the busy ATC environment around chicago and that I was busy tuning navaids, talking on the radio, and completing descent and approach checklists. Furthermore we both had been on duty for 12 plus hours, so we were a little tired.

Title: THE CREW ON A JET CARGO CHARTER FLT FAILED TO SLOW TO 250 KTS WHEN DSNDING THROUGH 10000 FT. SHORTLY AFTER, THE ARTCC RADAR CTLR QUESTIONED THEIR AIRSPD AND THE FLC BEGAN A RAPID SPD REDUCTION. A XING RESTR AND BEST FORWARD SPD CLRNC HAD BEEN ASSIGNED PREVIOUSLY.

FURTHERMORE WE BOTH HAD BEEN ON DUTY FOR 12 PLUS HRS, SO WE WERE A LITTLE TIRED.
