Narrative:
Given cross rest of 9000 ft 250 KTS braid. Started descent at normal idle -- 300 KTS, preplanned for braid. Given speed restr of 280 KTS for descent. While refiguring descent at 280 KTS for braid, approach gave an additional speed restr of 250 KTS in descent. During refiguring closure on braid I allowed airspeed to increase to 290 KTS (vice 280 KTS). PNF informed approach that we would be unable braid at 9000 ft, 250 KTS with this additional restr. Approach asked our current speed and we reported 290 KTS. Approach chastised me for not maintaining 280 KTS, he issued a turn for descent. We crossed braid at 9000 ft/250 KTS.

Title: FLC FAILED TO MAINTAIN ASSIGNED 280 KTS AND WHEN ASSIGNED 250 KTS WENT FROM 280 TO 290 KTS ATTEMPTING TO MAKE A 9000 FT 250 KTS RESTR AT BRAID. APCH HAD TO GIVE THE FLT VECTORS FOR SPACING AND TO GET DOWN.
