Narrative:
Busy ATC stated they told me to contact tower 3 times -- did not hear them, they said same to a navajo. I turned downwind, they said was 1 mi from mco approach to runway 18. I was 4 mi from orl -- couldn't be 1 mi from mco final. Tower stated in class B airspace at 2000 ft I was still with mco approach. Problem I believe was with approach's radio equipment. 2 aircraft did not get their calls. Solution is less workload so handoff can be accomplished in time to avoid conflict.

Narrative: BUSY ATC STATED THEY TOLD ME TO CONTACT TWR 3 TIMES -- DID NOT HEAR THEM, THEY SAID SAME TO A NAVAJO. I TURNED DOWNWIND, THEY SAID WAS 1 MI FROM MCO APCH TO RWY 18. I WAS 4 MI FROM ORL -- COULDN'T BE 1 MI FROM MCO FINAL. TWR STATED IN CLASS B AIRSPACE AT 2000 FT I WAS STILL WITH MCO APCH. PROB I BELIEVE WAS WITH APCH'S RADIO EQUIP. 2 ACFT DID NOT GET THEIR CALLS. SOLUTION IS LESS WORKLOAD SO HDOF CAN BE ACCOMPLISHED IN TIME TO AVOID CONFLICT.
