Narrative:
During cruise at FL330, controller gave us a clearance to FL290. Location was on J121 between iso and orf. We thought the clearance was at pilot's discretion so did not start down. Approximately 40 NM later, controller asked us about leaving FL330. Apparently it was not a discretionary descent, so we expedited down to FL290. The controller indicated that there weren't any conflicts.

Title: WHEN THE CTR CLRED THE RPTR TO DSND FROM FL330 TO FL290 THEY DID NOT DSND. THE RPTR ASSUMED THE CLRNC WAS AT PLT'S DISCRETION.
Narrative: DURING CRUISE AT FL330, CTLR GAVE US A CLRNC TO FL290. LOCATION WAS ON J121 BTWN ISO AND ORF. WE THOUGHT THE CLRNC WAS AT PLT'S DISCRETION SO DID NOT START DOWN. APPROX 40 NM LATER, CTLR ASKED US ABOUT LEAVING FL330. APPARENTLY IT WAS NOT A DISCRETIONARY DSCNT, SO WE EXPEDITED DOWN TO FL290. THE CTLR INDICATED THAT THERE WEREN'T ANY CONFLICTS.
