Narrative:
We worked 3 military flts off homestead to R2901 (restr area avon park, fl). The first flight was military 1 which could not fly IR34 due to WX, so went into the range VFR. When he entered the restr area we had another flight (military 2, 2 F16's) who stayed in the block 210b230 due to WX. The military 2 flight was near pahokee VOR (phk). The range control officer (which is contracted out) advised military 1 on range then said also military 2 flight on range. I advised range control officer that was negative that military 2 was still in our airspace and we were working him. Range control officer said, 'oh.' then we were working military 3 flight doing the same as previous 2. Range control officer called to advise that military 2 was on range then advised that military 3 was on range. I said again negative. We were working military 3, he was 20 mi from the range. Again he said, 'oh.' the FAA or military needs to send someone to train these people because they have no clue as to what's going on there.

Title: ASSOCIATE RADAR CTLR AT ARTCC RPTED A COORD AND ACFT POS ANOMALY WITH THE R2901 RANGE OFFICER. RPTR STATED THAT THE RANGE OFFICER PROGRAM IS NO LONGER A MIL DUTY AND IS CIVILIAN CONTRACTED. HE ALSO EXPRESSED CONCERN THAT THESE CONTRACTORS DID NOT HAVE ADEQUATE TRAINING TO PERFORM THEIR DUTIES.
Narrative: WE WORKED 3 MIL FLTS OFF HOMESTEAD TO R2901 (RESTR AREA AVON PARK, FL). THE FIRST FLT WAS MIL 1 WHICH COULD NOT FLY IR34 DUE TO WX, SO WENT INTO THE RANGE VFR. THE FAA OR MIL NEEDS TO SEND SOMEONE TO TRAIN THESE PEOPLE BECAUSE THEY HAVE NO CLUE AS TO WHAT'S GOING ON THERE.
