Narrative:
Aircraft was pushed from gate a into taxi lane 1 and stopped so nosewheel was approximately abeam centerline marking for gate B. Air carrier ramp tower cleared my aircraft to taxi via taxi lane Y to taxi lane Z, then taxi lane 3. Observed company C208 parked in vicinity of spot X. However, aircraft was parked completely over the Y taxi lane foul line into taxi lane Y. Called air carrier ramp tower and reported condition. C208 pilot on same frequency reported that 'this is where they normally park me.' could not taxi past him due to inadequate wingtip clearance. Observations: foul lines have a very specific purpose. Routine violation appears to be recurring on this ramp. Submitted safety report to air carrier flight safety -- awaiting response. Comments: safety consciousness on ewr air carrier ramp needs immediate attention. Numerous small oversights (and not so small) have potential for accident/incident injury.

Narrative: ACFT WAS PUSHED FROM GATE A INTO TAXI LANE 1 AND STOPPED SO NOSEWHEEL WAS APPROX ABEAM CTRLINE MARKING FOR GATE B. ACR RAMP TWR CLRED MY ACFT TO TAXI VIA TAXI LANE Y TO TAXI LANE Z, THEN TAXI LANE 3. OBSERVED COMPANY C208 PARKED IN VICINITY OF SPOT X. HOWEVER, ACFT WAS PARKED COMPLETELY OVER THE Y TAXI LANE FOUL LINE INTO TAXI LANE Y. CALLED ACR RAMP TWR AND RPTED CONDITION. C208 PLT ON SAME FREQ RPTED THAT 'THIS IS WHERE THEY NORMALLY PARK ME.' COULD NOT TAXI PAST HIM DUE TO INADEQUATE WINGTIP CLRNC. OBSERVATIONS: FOUL LINES HAVE A VERY SPECIFIC PURPOSE. ROUTINE VIOLATION APPEARS TO BE RECURRING ON THIS RAMP.
