Narrative:

On first approach to white plains, was on localizer and ATC told me to descend to 3000 ft. At 4700 ft was told to level at 4500 ft and turn right to 270 degrees (final approach course was 160 degrees). As I leveled and started turn, TCASII showed a target 1 mi ahead and at 4000 ft. ATC had put another aircraft in my flight path. Was given a race track pattern to reintercept the localizer to runway 16. At 3000 ft and on localizer, was given a turn off course to the left by ATC. This was a second controller, and he thought white plains was VFR and was going to vector us to another runway. The actual WX was at IFR minimums. When we told him that, we were vectored for a third approach, which was finally completed. ATC supervisor at ZNY was contacted about this incident.

Title: FLC OF A FK100 WERE PULLED OFF THE FINAL APCH BY ATC 2 TIMES BEFORE BEING VECTORED FOR THE THIRD APCH AND A LNDG IN IMC.

Narrative: ON FIRST APCH TO WHITE PLAINS, WAS ON LOC AND ATC TOLD ME TO DSND TO 3000 FT. AT 4700 FT WAS TOLD TO LEVEL AT 4500 FT AND TURN R TO 270 DEGS (FINAL APCH COURSE WAS 160 DEGS). AS I LEVELED AND STARTED TURN, TCASII SHOWED A TARGET 1 MI AHEAD AND AT 4000 FT. ATC HAD PUT ANOTHER ACFT IN MY FLT PATH. WAS GIVEN A RACE TRACK PATTERN TO REINTERCEPT THE LOC TO RWY 16. AT 3000 FT AND ON LOC, WAS GIVEN A TURN OFF COURSE TO THE L BY ATC. THIS WAS A SECOND CTLR, AND HE THOUGHT WHITE PLAINS WAS VFR AND WAS GOING TO VECTOR US TO ANOTHER RWY. THE ACTUAL WX WAS AT IFR MINIMUMS. WHEN WE TOLD HIM THAT, WE WERE VECTORED FOR A THIRD APCH, WHICH WAS FINALLY COMPLETED. ATC SUPVR AT ZNY WAS CONTACTED ABOUT THIS INCIDENT.
