Clearance miscom between ATC and flight crew. Flight crew understood to climb to 16000 ft and it must be assumed they answered that clearance. When climbing through 3600 ft, departure controller intervened to see why they were climbing.

Narrative:
Leveled at 3000 ft MSL and contacted departure. Departure issued climb to 16000 ft MSL, started climb and controller called back stating he showed us at 3600 ft, not 3000 ft. We replied that we were in the requested climb and now passing 3800 ft for 16000 ft.
